Pizza Pasta Salad with Pepperoni and Mozzarella

- ¼ cup jarred banana pepper rings

- ⅓ cup red wine vinegar
- 2 whole garlic cloves, minced
- 2 tablespoon fresh basil, sliced
- 2 tablespoon parmesan cheese, grated
- 1 teaspoon Dijon mustard
- 1 tablespoon Italian seasoning
- ½ teaspoon dried oregano
- ½ teaspoon kosher salt
